At the same time, the need for these NSAGs to comply with international humanitarian standards is becoming increasingly necessary as conflicts between states and NSAGs is becoming the norm rather than the exception in armed conflicts today. However, the reality in most of the conflicts today is that NSAGs quite often do not have adequate resources to provide adequate protection to those civilians. Under international law, both states and non-state armed groups have an obligation to provide protection to civilians and former combatants in accordance with specific minimum set out by international law. Armed conflicts today are increasingly being fought between states and non-state armed groups, and as such, many civilians find themselves living in areas controlled by Non-State Armed Groups (NSAGs).
